10 November / Tartu City Council has decided to institute a stipend for a writer for the city with the aim of valuing writing as a profession.

Tartu City Council has decided to institute a stipend for a writer for the city with the aim of valuing writing as a profession, enlivening the literary life of Tartu and garnering recognition for it as an international city of literature.

In creating the stipend the City hopes to implement the objectives established upon becoming the UNESCO City of Literature in 2015 and to expand the creative opportunities open to writers from Tartu.

The stipend will guarantee one writer who is involved in literature or publishing and who is a resident of Tartu a fixed salary for one year, during which time they can dedicate themselves to their creative work.

by 10 January 2017 (incl.):

- a personal vision of the role of the city writer which must be fulfilled by the applicant when receiving the stipend;
- an overview of creative work so far;
- an overview of creative work which is to be put into practice by the applicant in 2017.

The amount of the stipend is twice the minimum wage for the previous calendar year i.e. based on figures for 2016, the 2017 stipend will be valued at 860 euros per month. The stipend will be awarded for one year and paid out in parts over the 12-month period.

Writers who are awarded the stipend must wait five years before applying for it again.

Recipients will be selected by an expert committee made up of representatives of the Tartu office of the Estonian Writers’ Union, the Estonian Literary Museum, the Department of Literature and Theatre Studies of the University of Tartu, Tartu City Government, Tartu City Library and Tartu Cultural Capital. The stipend will be awarded to the individual whose vision of the role of the city writer and whose planned and completed creative work most closely match the objectives of Tartu as a UNESCO City of Literature.
