Support allocated for reconstruction works on a Khrushchev-era building next to St John’s Church

29. juuni 2018 / Tartu City Government decided to give the Lutsu 16 apartment association a grant of EUR 153,408 for reconstruction of the residential building.
Lutsu 16 is also the third building to which the City of Tartu allocated support for reconstruction works as part of the smart city project SmartEnCity.
The project’s coordinator, Deputy Mayor Raimond Tamm, is pleased to see that preparations on the site – a Khrushchev-era building, or Khrushchyovka, in the heritage conservation area established in the historic centre of Tartu, or the Old Town – have reached an end and construction works can soon begin. “Over the last decades, this building next to St John’s Church has been the talk of the town. In 2006, the City of Tartu even held a competition to generate ideas for its facade design, but until now no steps were taken to fix up the building due to the lack of funds. At last, its reconstruction will get underway with EU support and due to the great efforts of the building’s apartment association,” added Tamm.
Until now, the other two apartment associations, those of Kalevi 10 and Pepleri 10, have received a grant from the City of Tartu under the SmartEnCity project.
A total of 3,978,000 EUR has been set aside in the SmartEnCity project for the reconstruction of apartment buildings. Construction works must be completed by 30 June 2019, at the latest.
As part of the international project SmartEnCity, an energy efficient city district based on smart solutions will be created from Khrushchyovkas located in the City Centre, where the Soviet era apartment buildings will be renovated into near zero energy buildings. All of the buildings that are renovated will also be equipped with a smart home management solution, allowing residents to monitor and regulate their energy consumption.
The smart city district will also employ innovative solutions in terms of district heating, street lighting and the use of renewable energy, with charging stations for electric cars also being constructed there. One of the project’s activities is the development of a bicycle sharing system in Tartu.
The SmartEnCity project is being funded within the framework of Horisont 2020, the European Union’s research and innovation programme. The project began in February 2016 and will continue until July 2021.
