Tartu and Hafnarfjörður were brought together as members of the Nordic Chain network. Every two years, representatives from each city meet at the Nordic Chain convention.
Hafnarfjörður is part of the Hanseatic League.

Gunnar Rafn Sigurbjörnsson, who has been coordinating the international relations of the City of Hafnarfjörður for many years and has actively participated in the Nordic Chain cooperation project. He is the main reason why residents of Tartu have had the unique opportunity to establish contacts and substantial cooperation with partners from Iceland in fields as broad-ranging as education, culture, sport, information technology, youth work, tourism, marketing, e-governance, local and national elections, non-profit organisations, museums, folk art and PR. The people of Hafnarfjörður have repeatedly hosted study trips to Iceland from Tartu.
