On 17 May 2000 Tartu and Pskov signed an agreement to promote cooperation and twinning.
Residents of the two cities engage in neighbourly relations. There has been a lot of communication and exchange of experience, including common projects under the Estonian-Russian cross-border cooperation programme and outstanding cooperation in such fields as culture, sports, youth work, the city economy, city assets and welfare.
Like Tartu, Pskov is a Hanseatic city.
Examples of cooperation from 2019:
- In June 2019 a delegation of entrepreneurs, musicians and city officials of Tartu participated in the Hanseatic Days in Pskov.
- In May 2019 a drawing and essey contest on hanseatic themes was announced by the City of Pskov. The winner of the drawing contest was Telle Vahtramäe and the winner of the essey contest was Karoliina Kübar, both from Melliste Elementary School in Tartu County.
