Submitting a notice of residence
1. Submit a residence notification in the e-population register
2. Send a digitally signed residence notification by e-mail
Fill in the notice of residence application form (can be filled in on screen, save it on your device before filling in the application), attach a document proving the right to use the space (consent of all owners of the dwelling or a lease contract signed by them), sign the document digitally and send it by e-mail to the Population Registry Service at [email protected].
3. Send a notice of residence by post
Fill in the residence application form (please fill in the application using printed capital letters), attach a copy of the personal data page containing the applicant’s identity document and, if necessary, a document proving the right to use the space (consent of all owners of the dwelling or a lease contract signed by them) and send it by post to the address Population Registry Service of the Tartu City Government Küüni 5, Tartu 51004.
4. Submit a residence application in person
Submit your residence application to the Population Registry Service in person at Küüni tn 5.
Remember to bring along a personal identification document and, if necessary, a document certifying the right of use of a space (the consent of all the owners of the dwelling or a lease contract signed by them). You can fill in the notice of residence in person or bring along a pre-completed form with you. If the document or consent to be attached is verified with digital signatures, you can send the consent or document in advance by e-mail to [email protected].
In the office, you will be served based on the queue or a previously electronically booked appointment. Book an appointment electronically. On-site, you need to take a suitable queue number from the machine. Please present the pre-filled residence notification upon arrival or fill it out on-site beforehand.

Requirements for documents and consents to be attached to the notice of residence
When registering the place of residence of a minor child in the population register, consent of the other parent with legal custody must be given in person by the other parent:
- in the form of a signature on the paper notice of residence application form;
- in the form of a digital signature attached to the e-mailed application or as a digitally signed supporting document;
- a confirmation in the e-population register environment, or a separately attached digitally signed consent document.
As the owner, the consent must be given by all co-owners of the dwelling. The owner of a dwelling does not need to obtain the consent of other co-owners to register their place of residence. The consent of the owner must be obtained:
- in the form of a signature on the paper notice of residence application form;
- as a digital signature attached to the application sent by e-mail;
- a confirmation in the e-population register or a separately attached digitally signed consent.
A copy of the document on which the right to use the dwelling is based (the lease contract) must be signed by the parties. In the case of a digitally signed contract, a digitally signed contract container must be attached to the notice of residence, together with the digital signatures of the parties.
If you are submitting a notice of residence on paper, you can send a digitally signed lease contract in advance by e-mail to [email protected].
In the case of common ownership, the lease contract must be signed by all of the owners or, in addition to a copy of the contract, the co-owner’s simple power of attorney or consent to the conclusion of the contract must be provided.
